The bill would amend the Texas College Work-Study Program and create the Texas Working Off-Campus: Reinforcing Knowledge and Skills (WORKS) Internship Program. The bill specifies the state's contribution toward the Texas WORKS internship program would be payable from funds appropriated to the Texas College Work-Study Program. The bill would allow the Higher Education Coordinating Board to maintain an online portal for use by students and participating entities in fulfilling their responsibilities for participation in the Texas WORKS internship program. The bill would require the Higher Education Coordinating Board to establish and maintain a listing of Texas WORKS internship program employment opportunities available to students, sortable by department, and easily accessible to the public on the agency's website. Under provisions of the bill, the Higher Education Coordinating Board could use funds appropriated for the Texas College work-study program and the Texas WORKS internship program to cover the expenses and personnel costs of administering the program. This analysis assumes that there would be no additional fiscal impact to the state or the Higher Education Coordinating Board, since funding from the current Texas Work-Study appropriation would be utilized to support the new Texas WORKS internship program. Based on the analysis provided by institutions of higher education, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
