                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 14, 2017      TO: Honorable Jodie Laubenberg, Chair, House Committee on Elections      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3180 by Larson (Relating to the date of the primary election and related procedures.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Election Code moving the general primary election and presidential primary election date to the fourth Tuesday in January. The runoff primary date would be the fourth Tuesday in March. The bill would repeal Section 204.003 and 204.004 of the Election Code.The bill would take effect September 1, 2017.The Secretary of State would need to amend training materials and coordinate with parties and candidates about rule changes but could fulfill duties with existing resources.   Local Government Impact According to Williamson County, the bill would cost thousands of dollars to the county because of the shorter turn-around time for primaries.
