The bill would amend the Code of Criminal Procedure to provide that a justice or municipal court may not order confinement of a child for the failure to appear for an offense committed by the child.The bill would amend the Transportation Code to require the Department of Public Safety to suspend the license of a person who is under 18 years of age and has been convicted of two or more moving violations committed within a 12-month period. The bill also removes certain provisions under which the Department of Public Safety can revoke a person's license.The bill would also allow certain hearings to be conducted by telephone or video conference call. The bill would authorize the Department of Public Safety to cancel a license or certificate if the payment of license or certificate fee was returned for insufficient funds, a closed account, or any other reason.It is assumed the costs to implement the provisions of the bill could be absorbed within existing resources.The bill would take effect September 1, 2017.
