The bill would amend the Alcoholic Beverage Code to limit the sale of beer and ale by the holder of a manufacturer's license or a brewer's permit to ultimate consumers at certain premises. The Texas Alcoholic Beverage Commission reports the costs to administer the provisions of the bill can be absorbed within existing resources.The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
