                    BILL ANALYSIS             H.B. 3294     By: Parker     Economic & Small Business Development     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties note that NASCAR racing has a rapidly growing audience in Texas but that other states competing to host NASCAR events also have growing NASCAR fan bases.  H.B. 3294 provides an economic incentive to host certain NASCAR events in Texas by making such events eligible to receive funding through the major events reimbursement program.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3294 amends Vernon's Texas Civil Statutes to include the National Association for Stock Car Auto Racing (NASCAR) all-star race and the season-ending NASCAR championship race among the events that may be eligible to receive funding under the major events reimbursement program.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
