CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 3318 amends the Education Code to require a public school district designated as a district of innovation to ensure that a copy of the district's current local innovation plan is available to the public by posting and maintaining the plan in a prominent location on the district's website. The bill requires the district to provide a copy of a current local innovation plan to the Texas Education Agency (TEA) not later than the 15th day after the date on which the district's board of trustees adopts a proposed local innovation plan, adopts a proposed amendment of a local innovation plan, or renews a local innovation plan. The bill requires TEA to promptly post the current local innovation plan on the TEA website. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
