                    BILL ANALYSIS             H.B. 3338     By: White     Human Services     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties contend that too many children age out of the foster care system not fully prepared to live independently as young adults. H.B. 3338 seeks to ease the transition out of the foster care system by providing for the development of procedures to ensure that a foster child obtains a driver's license or personal identification card before the child leaves state conservatorship.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3338 amends the Family Code to require the Department of Family and Protective Services (DFPS) in cooperation with the Department of Public Safety and volunteer advocates from a charitable organization whose charter mandates the provision of services to allegedly abused and neglected children to develop procedures to ensure that a foster child obtains a driver's license or personal identification card before the child leaves the conservatorship of DFPS.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
