 A BILL TO BE ENTITLED
 AN ACT
 relating to the establishment of a pilot program to provide
 services to certain persons with Alzheimer's disease and related
 dementia enrolled in the Medicaid managed care program.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 531, Government Code, is
 amended by adding Section 531.09972 to read as follows:
 Sec. 531.09972.  PILOT PROGRAM FOR CERTAIN PERSONS WITH
 ALZHEIMER'S DISEASE AND RELATED DEMENTIA. (a) The commission
 shall develop and implement a pilot program to improve the quality
 of life and prevent the premature institutionalization of persons
 with Alzheimer's disease and related dementia who receive services
 from a day activity and health services facility licensed under
 Chapter 103, Human Resources Code, and who are recipients of
 Medicaid through a Medicaid managed care model or arrangement under
 Chapter 533.
 (b)  In developing the pilot program, the commission shall
 solicit input from relevant stakeholders, including caregivers,
 advocates, Medicaid managed care organizations, providers,
 physicians specializing in dementia, and social workers.
 (c)  The executive commissioner shall adopt rules for the
 implementation of the pilot program, including life safety,
 staffing, training, and programming requirements for the pilot
 program necessary to ensure that the specific needs of the pilot
 program participants are met.
 (d)  The pilot program must be based on evidence-based,
 person-centered practices and ensure quality of care outcomes,
 including outcomes based on safety, effectiveness, efficiency, and
 equity, for the pilot program participants.
 (e)  Not later than December 1, 2018, the commission shall
 report to the legislature on the progress of the pilot program.
 This subsection expires September 1, 2019.
 SECTION 2.  If before implementing any provision of this Act
 a state agency determines that a waiver or authorization from a
 federal agency is necessary for implementation of that provision,
 the agency affected by the provision shall request the waiver or
 authorization and may delay implementing that provision until the
 waiver or authorization is granted.
 SECTION 3.  This Act takes effect September 1, 2017.
