                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 19, 2017      TO: Honorable Angie Chen Button, Chair, House Committee on Economic & Small Business Development      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB374 by Johnson, Jarvis (Relating to the requirement that the Texas Workforce Commission provide certain employment information for secondary school students.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Labor Code relating to the requirement that the Texas Workforce Commission (TWC) provide certain employment information for secondary school students. The bill would require TWC to provide the Texas Education Agency (TEA) with information quarterly regarding career and technical education partnership opportunities as well as professional development opportunities for teachers and learning opportunities for students. Based on the LBB's analysis of TWC, this analysis assumes the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. However, the bill may result in additional costs depending on the scope of information provided to TEA. TWC states it does not collect certain information required under the provisions of the bill and would require additional staff to collect information from the 28 local workforce boards as well as TEA and the regional Education Service Centers. In addition, the agency stated it would require initial start-up activities, including setting up a data collection system, analyzing what data to collect and how to collect it, and coordinating with the local workforce boards on how to report the data. Local Government Impact No significant fiscal implication to units of local government is anticipated.
