Prunty for his service in the United States Army in World War II, during which he was a prisoner of war in the Burmese Jungle and forced to help build a bridge in events that inspired the film "Bridge On the River Kwai." H.B. 409 recognizes Mr. Prunty's service by designating a portion of Farm-to-Market Road 1810 as the Luther G. Prunty Memorial Highway. H.B. 409 amends current law relating to the designation of a portion of Farm-to-Market Road 1810 in Jack County as the Luther G. Prunty Memorial Highway. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.123, as follows: Sec. 225.123. LUTHER G. PRUNTY MEMORIAL HIGHWAY. (a) Provides that the portion of Farm-to-Market Road 1810 in Jack County beginning at its intersection with State Highway 59 to the eastern boundary of Jack County is designated as the Luther G. Prunty Memorial Highway. (b) Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to prohibiting TxDOT from designing, constructing, or erecting a marker unless a grant or donation of funds is made to TxDOT to cover the cost of design, construction, and erection of the marker), to design and construct markers indicating the designation as the Luther G. Prunty Memorial Highway and any other appropriate information and erect a marker at each end of the highway and at appropriate intermediate sites along the highway. SECTION 2. Effective date: upon passage or September 1, 2017.
