A BILL TO BE ENTITLED
AN ACT
relating to the electronic completion of an application for a
ballot to be voted by mail.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter A, Chapter 84, Election Code, is
amended by adding Section 84.006 to read as follows:
Sec. 84.006. APPLICATION FOR BALLOT VOTED BY MAIL:
ELECTRONIC COMPLETION. (a) An application for a ballot to be voted
by mail may be completed electronically on a device capable of:
(1) capturing a voter's signature; and
(2) allowing the voter to complete an electronic form.
(b) An application completed electronically under this
section must be printed and delivered to the early voting clerk in
accordance with Section 84.007.
(c) The secretary of state shall adopt rules governing the
creation of an electronic form that meets the requirements of
Section 84.011.
SECTION 2. This Act takes effect September 1, 2017.
