                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 7, 2017      TO: Honorable Lyle Larson, Chair, House Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB544 by Anderson, Charles "Doc" (Relating to the use of the rural water assistance fund.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Water Code to expand the uses of funds in the Rural Water Assistance Fund to allow the Water Development Board to contract for planning services to assist rural political subdivisions in obtaining and using financing for certain purposes in addition to outreach, financial, and technical assistance services authorized under current law.  The agency has reported that it is not currently contracting out any outreach, financial, and technical assistance activities and that it has not done so in the past.  Based on the analysis of the agency, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
