The bill would amend the Transportation Code to authorize the Texas Department of Motor Vehicles (TxDMV) to issue distinguishing "Package Delivery" license plates for certain types of vehicles operated by a motor carrier for the purpose of picking up and delivering mail, parcels, and packages. The bill would authorize TxDMV to charge a license plate fee not to exceed $25 annually, to be deposited to the TxDMV Fund. The bill would require TxDMV by rule to establish a procedure for issuing the license plates to be used for the operation of package delivery vehicles in accordance with the provisions of the bill. The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house. Otherwise, the bill would take effect on September 1, 2017.Based on LBB's analysis of the information provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources. Based on the analysis of TxDMV, it is assumed the bill would result in an insignificant revenue gain to the state from the new license plate fee and potential increases in vehicle titles issued for applicable delivery vehicle types.This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either with or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.
