                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION   Revision 1         April 11, 2017      TO: Honorable Garnet Coleman, Chair, House Committee on County Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB594 by VanDeaver (Relating to procedures for the dissolution of a county hospital authority.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code to authorize counties to dissolve a county hospital authority contingent on the sale or transfer of the assets of the authority to the county.  Prohibits this sale or transfer from diminishing or impairing bond, warrants, or other obligations held by the authority. Transfers the records of the authority to the county.The Office of Court Administration (OCA) anticipates no significant impact to the state court system.The bill would take effect immediately if it receives two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017. Local Government Impact The Office of Court Administration (OCA) anticipates no significant impact to local courts.According to the Texas Association of Counties (TAC), the bill is anticipated to have no significant fiscal implication to local government.
