                    BILL ANALYSIS             H.B. 624     By: Leach     Government Transparency & Operation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties contend that district clerks should have the authority that county clerks currently enjoy to post official and legal notices by electronic display instead of posting a physical document. H.B. 624 seeks to provide district clerks with such authority.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 624 amends the Government Code to authorize a district clerk to post an official and legal notice by electronic display in the manner provided by the Local Government Code for a county clerk instead of posting a physical document.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
