The bill would amend the Government Code to require the State Preservation Board, in consultation with the Facilities Commission, to create a rule process for a vendor to apply for a permit to sell goods from a rented space in the future Texas mall area. This analysis assumes any additional work resulting from the passage of the bill could be reasonably absorbed by the State Preservation Board and the Facilities Commission within current resources.The bill would go in to effect September 1, 2017.
