RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 651 amends Chapter 764, Acts of the 78th Legislature, Regular Session, 2003, to change the election date of the board of directors of the Rusk County Groundwater Conservation District from the first Saturday in May of each even-numbered year to the uniform election date in November of each such year. H.B. 651, in a temporary provision set to expire September 1, 2022, provides for the transition to the new election date of the board of directors. H.B. 651 repeals Section 11(a), Chapter 764, Acts of the 78th Legislature, Regular Session, 2003. EFFECTIVE DATE September 1, 2017.
