The bill would amend the Local Government Code relating to the issuance of construction permits by political subdivisions. The bill would hold liable a political subdivision of the state including, a county, school district, and municipality, for actual damages, reasonable attorney's fees, administrative and court costs, and the applicants portion of the cost of any mediation.The bill would take effect September 1, 2017. According to the Office of Court Administration, although the bill would create a new civil cause of action, any impact would likely be absorbed by existing resources. No significant fiscal impact on the state court system is anticipated. Local Government Impact According to the Texas Association of Counties, counties anticipate costs from the provisions of the bill but the impact cannot be determined.
