Lozano, Chair, House Committee on Higher Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB961 by Rodriguez, Justin (Relating to the election of junior college district trustees by plurality vote.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code as it relates to governing boards of junior college districts. The bill would change the order in which members are numbered and voted on. The bill would also add a subsection to the Education Code allowing a governing board to require by resolution that a candidate receive a majority of the votes cast in order for a position to be filled at an election.
