Morrison, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB979 by Kacal (Relating to the issuance of specialty license plates for recipients of the Star of Texas Award.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code, Chapter 504, Subchapter E, to require the Texas Department of Motor Vehicles (TxDMV) to issue specialty license plates for recipients of the Star of Texas Award. The bill would take effect on September 1, 2017.Under current law in Subchapter E, the specialty plate would be issued without payment of an additional fee for the plate and with payment of the regular vehicle registration fee. Based on LBB's analysis of information provided by DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
