                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 24, 2017      TO: Honorable Dennis Bonnen, Chair, House Committee on Ways & Means      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HJR30 by Larson (Proposing a constitutional amendment to authorize the legislature to limit the maximum appraised value of property for ad valorem tax purposes in a tax year if in the preceding tax year the owner of the property disputed the appraisal of the property and the appraised value was lowered as a result.), As Introduced    The resolution alone would have no fiscal implication to the State, other than the cost of publication. Any additional fiscal implication would be attributable to the corresponding enabling legislation. The cost to the State for publication of the resolution is $114,369.  The resolution would propose an amendment to Section 1, Article VIII, of the Texas Constitution, regarding taxation, to add new Subsection (1) to permit the Legislature to limit the maximum appraised value of property in a tax year to 105 percent, or a greater percentage, of the appraised value of the property for the preceding tax year if in the preceding tax year the property owner disputed the appraisal of the property and the appraised value was lowered as a result. Adoption of the proposed constitutional amendment alone would have no fiscal impact on the state or units of local government other than the cost of publication. Any additional fiscal impact would depend on the corresponding enabling legislation.The cost to the state for publication of the resolution is $114,369. The proposed amendment would be submitted to voters at an election to be held November 7, 2017.
