H.R. No. 1974 R E S O L U T I O N WHEREAS, Family and friends will forever treasure their memories of William Lewis Black of Spring, who died on April 25, 2017, at the age of 75; and WHEREAS, Born in Lexington, Kentucky, on April 12, 1942, Bill Black was a proud alumnus of the University of Kentucky, where he met his future wife, Mary Lou; the couple were wed in 1964 and shared a rewarding marriage that spanned more than half a century; they were blessed with three sons, Andrew, Alan, and James, and they later welcomed into their family five grandchildren; and WHEREAS, Mr. Black enjoyed a long and successful career in civil engineering, and after his retirement, he remained active in his community; a Northampton resident for more than 35 years, he was appointed to the board of directors of the Northampton Municipal Utility District in 1999, and he served for 16 years, leading the efforts to create West Park, expand the tennis courts, install a pedestrian bridge along the Inway walking trails, and establish the new wastewater treatment facility; and WHEREAS, Mr. Black also mentored young people at Schultz Elementary School, volunteered with Habitat for Humanity, and took part in mission work with Klein United Methodist Church; throughout his life, he remained a loyal fan of the Kentucky Wildcats basketball team; and WHEREAS, A devoted family man and a dedicated civic leader, Bill Black lived a rich and purposeful life, and those he leaves behind will continue to be inspired by his example; now, therefore, be it RESOLVED, That the House of Representatives of the 85th Texas Legislature hereby pay tribute to the memory of William Lewis Black and extend heartfelt sympathy to the members of his family: to his wife, Mary Lou Black; to his sons, Andrew Black and his wife, Laurie, Alan Black and his wife, Annmarie, and James Black and his wife, Tara; to his grandchildren, Victoria, Evan, Caelan, Addison, and Molly Black; and to his other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of Bill Black.
