85R10057 RMA-D By: Herrero H.R. No. 413 R E S O L U T I O N WHEREAS, Dr. Rebecca A. Palacios is being recognized as the Educator of the Year by LULAC Council No. 1 in Corpus Christi at the organization's 21st annual awards banquet on February 16, 2017; and WHEREAS, An alumna of The University of Texas at Austin and Texas A&M--Corpus Christi, Dr. Palacios worked for nearly three and a half decades in the Corpus Christi Independent School District, teaching prekindergarten through third grade until her retirement in 2010; today, she owns the Palacios Educational Consulting firm and serves as a senior curriculum advisor for ABCmouse.com; she has further distinguished herself as a cofounder and vice chair of the National Board for Professional Teaching Standards, and in 1997, she earned the distinction of becoming the first Texan of Hispanic descent to receive National Board Certification; and WHEREAS, Dr. Palacios is widely recognized as a pioneer in the field of dual-language learning, and she has been honored with a host of accolades, including the 1987 Teacher of the Year Award from CCISD, a Y Women in Careers Award from the local YWCA, the Senator Carlos Truan Award of Distinction for Bilingual Teacher of the Year from the Corpus Christi Hispanic Chamber of Commerce, and a LULAC Outstanding Community Member Award; moreover, in 2014, she became the first Latina to be inducted into the National Teachers Hall of Fame; and WHEREAS, The strength of our communities is enhanced by the devoted efforts of individuals such as Rebecca Palacios, whose tireless work has contributed immeasurably to the quality of life in the Corpus Christi area and beyond; now, therefore, be it RESOLVED, That the House of Representatives of the 85th Texas Legislature hereby congratulate Dr. Rebecca A. Palacios on her receipt of the 2017 Educator of the Year award from LULAC Council No. 1 and extend to her sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Palacios as an expression of high regard by the Texas House of Representatives.
