 R E S O L U T I O N
 WHEREAS, March 22, 2017, is the first Texas Energy Day at the
 State Capitol; and
 WHEREAS, Texas leads the United States in oil and natural gas
 production, refining capacity, and pipeline miles, all of which
 contribute to an unprecedented level of American energy security;
 in 2016, the country's net imports of crude oil hit a 20-year low,
 and in fiscal year 2016, the industry generated $9.4 billion in
 taxes and royalties that directly fund our schools, roads, and
 emergency services; and
 WHEREAS, Many Texas oil and natural gas companies are leading
 the way in developing new technologies designed to reduce water
 use, expand water reuse, and increase the use of naturally
 occurring salt water in their operations; and
 WHEREAS, Thanks to additional innovation and advances in
 technology, carbon dioxide emissions associated with energy
 production dropped 12 percent between 2005 and 2015, and today,
 natural gas production has one of the smallest carbon footprints of
 traditional fuel sources; moreover, although oil and natural gas
 production have increased, methane levels have remained flat as
 companies continuously work to reduce emissions; and
 WHEREAS, Oil and natural gas are used to make 96 percent of
 products and materials that we use every day, including plastics,
 medicines, computers, and more, and the Lone Star State is a vital
 contributor to the nation's global energy leadership; now,
 therefore, be it
 RESOLVED, That the House of Representatives of the 85th Texas
 Legislature hereby recognize March 22, 2017, as Texas Energy Day at
 the State Capitol and extend to the visitors associated with
 today's event sincere best wishes for an informative and enjoyable
 stay in Austin.
