The bill would amend the Human Resources Code and the Family Code relating to the licensing of family residential centers by the Department of Family and Protective Services and the detention of certain juveniles. Based on information provided by the Department of Family and Protective Services, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.The bill would take effect immediately if it receives a two-thirds vote in both chambers, otherwise it would take effect September 1, 2017.
