The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to adopt a screening assessment, following certain criteria, which would be used to determine whether the administration of prophylaxis to prevent ophthalmia neonatorum is required. The executive commissioner of HHSC would be required to adopt the screening assessment by January 1, 2018. The bill would also eliminate a Class B misdemeanor for certain providers related to prophylaxis for ophthalmia neonatorum. Any cost associated with the provisions of the bill can be implemented within HHSC's existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
