Smithee, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1124 by Hinojosa (Relating to the administrative attachment of the Texas Forensic Science Commission to the Office of Court Administration of the Texas Judicial System.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Code of Criminal Procedure to separate the Texas Forensic Science Commission from Sam Houston State University and would administratively attach the Texas Forensic Science Commission to the Office of Court Administration. The bill would take effect September 1, 2017. Based on the LBB's analysis of Sam Houston State University and the Office of Court Administration, duties and responsibilities associated with the administrative attachment could be accomplished by utilizing existing resources. This analysis assumes that funding provided to the commission would also transfer and, therefore, any associated increased cost at the Office of Court Administration would be offset by a reduction at Sam Houston State University. Local Government Impact No significant fiscal implication to units of local government is anticipated.
