The bill would amend various sections of the Transportation Code, Local Government Code, and Code of Criminal Procedures prohibiting local municipalities from regulating street-hail taxicabs, prearranged limousines, and the drivers and companies that provide prearranged rides using online applications, websites, software, or systems. The bill would repeal Section 22.081 of the Transportation Code. The bill would take effect September 1, 2017. Local Government Impact No fiscal implication to units of local government is anticipated because any revenue collected from fees is used to regulate the taxicabs, limousines, and ride share companies.
