The bill would require the Commissioner of Education to adopt a form and procedure to allow a detention, correctional, or residential facility, or an eligible entity that they contract with, to apply for a charter. The bill would require such a charter to be entitled to open-enrollment charter school funding under Chapter 42 of the Education Code in the same manner as an open-enrollment charter school operating under Subchapter D, Chapter 12, of the Education Code.This analysis assumes any costs related to the implementation of the bill would not be significant.The bill would take effect September 1, 2017.
