The bill would amend the Government Code to authorize the Texas Indigent Defense Commission, as a condition of a grant, to establish a succession plan for a regional public defender office handling capital cases. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
