The bill would amend the Human Resources Code relating to transitional child-care services in the Temporary Assistance for Needy Families (TANF) program. The bill removes the requirement of the Texas Workforce Commission (TWC) to provide transitional child-care services for former TANF participants. Pursuant to the federal Child Care and Development Block Grant Act of 2014 effective October 1, 2016, TWC is required to provide a minimum of 12 months of eligibility for all children receiving child-care services funded through the Child Care and Development Block Grant. The bill would have no impact on the level or amount of care provided to former TANF participants as a result of the federal change. Based on information provided by TWC and the Health and Human Services Commission, this analysis assumes the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
