                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 5, 2017      TO: Honorable Joseph Pickett, Chair, House Committee on Environmental Regulation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1229 by Menéndez (Relating to solid waste services and solid waste management programs in the extraterritorial jurisdiction of municipalities in certain counties; authorizing penalties.), As Engrossed    No fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code related to solid waste service for an extraterritorial jurisdiction of a municipality that has a population of 1.5 million and at least 75 percent of the population resides in a single municipality. The bill would allow a municipality to impose a civil or administrative penalty to ensure compliance with the provisions of the bill.The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise it would take effect September 1, 2017.
