 A BILL TO BE ENTITLED
 AN ACT
 relating to the authority of a municipality to remove directors of
 certain conservation and reclamation districts.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 178, Local Government Code, is amended
 by adding Subchapter Z to read as follows:
 SUBCHAPTER Z.  MISCELLANEOUS PROVISIONS
 Sec. 178.901.  REMOVAL OF DIRECTORS APPOINTED BY
 MUNICIPALITY TO CERTAIN BOARDS. Notwithstanding any other law, a
 director of a conservation and reclamation district created under
 Section 59, Article XVI, Texas Constitution, who is appointed by
 the governing body of a municipality, serves at the pleasure of the
 governing body and may be removed by the governing body at any time
 without cause.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
