                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 10, 2017      TO: Honorable Jim Murphy, Chair, House Committee on Special Purpose Districts      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1261 by Creighton (Relating to the creation of the Montgomery County Municipal Utility District No. 157; granting a limited power of eminent domain; providing authority to issue bonds; providing authority to impose assessments, fees, and taxes.), As Engrossed    No fiscal implication to the State is anticipated.  The bill would amend the Special District Local Laws Code establishing the Montgomery County Municipal Utility District No. 157. The district would have the authority for road projects. The district would have authority to issue bonds without an election. The district would have authority to impose an operation and maintenance tax and a contract tax after the provisions of the contract have been approved by a majority of the district voters voting at an election held for such purpose. The district may not exercise the power of eminent domain. The bill would take effect September 1, 2017.
