The bill would amend the Education Code to direct the Texas Higher Education Coordinating Board and the Texas Workforce Commission to require that training on recognizing and preventing human trafficking, developed in collaboration with the Office of the Attorney General, be included in commercial driver license training curriculums. The bill would require the Department of Public Safety (DPS) to provide informational materials in human trafficking to commercial driver license applicants. The bill would authorize DPS to coordinate with organizations that specialize in the recognition and prevention of human trafficking to provide these required informational materials.It is assumed any costs associated with implementing the provisions of the bill could be absorbed in existing resources.The bill would take effect immediately upon a vote of two-thirds of all the members of each chamber. Otherwise, the bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
