The bill would amend the Government Code and Local Government Code to prohibit the state or certain political subdivisions from deducting or withholding dues or fees to a labor organization from an employee's salary or wages except for certain municipal fire department, police department, and emergency medical service department personnel.  The bill would repeal Section 22.001 of the Education Code. Local Government Impact According to the Texas Municipal League, the bill would not have a fiscal impact on cities.
