The bill would amend the Transportation Code to authorize a Texas Department of Transportation (TxDOT) District Engineer to temporarily lower a prima facie speed limit for a highway in a district if the District Engineer determines that the prima facie speed limit for the highway is unsafe because of a hazard.TxDOT indicates that any costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
