The bill would restrict recipients enrolled in Medicaid managed care from enrolling in another managed care plan, 91 days after initial enrollment in a plan, except for reasons compliant with federal law, for the remainder of the 12-month enrollment period. The bill would take effect immediately upon a two-thirds vote from all members of each house or, if such a vote is not received, on September 1, 2017.It is assumed that the percentage of Medicaid managed care enrollees changing plans in the 12-month enrollment period is small, therefore there are no significant costs or savings associated with the provisions of the bill. Local Government Impact No fiscal implication to units of local government is anticipated.
