                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 17, 2017      TO: Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1417 by Taylor, Van (Relating to a requirement that a hospital allow a patient to designate a caregiver to receive aftercare instruction regarding the patient.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code to require the Executive Commissioner of the Health and Human Services Commission (HHSC) to adopt rules related to the designation of a caregiver to receive aftercare instruction regarding a patient. The bill would take effect immediately upon a two-thirds majority vote of both house. Otherwise, the bill would take effect September 1, 2017.Based on the LBB's analysis of HHSC, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
