 A BILL TO BE ENTITLED
 AN ACT
 relating to the powers and duties of a county or municipality to
 impose taxes on behalf of a navigation district.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 62.160, Water Code, is amended to read as
 follows:
 Sec. 62.160.  MAINTENANCE TAX. (a)  The commissioners
 courts of the respective counties inside each district may, and on
 request by the district, shall, levy and have assessed and
 collected for the maintenance, operation, and upkeep of the
 district and the improvements constructed by the district an annual
 tax not to exceed 10 cents on the $100 valuation on all property
 inside the district.
 (b)  The governing bodies of the respective municipalities
 inside each district may, and on request of the district, shall,
 levy and have assessed and collected for the maintenance,
 operation, and upkeep of the district and the improvements
 constructed by the district an annual tax not to exceed 10 cents on
 the $100 valuation on all property inside the district.
 (c)  The district on behalf of which a tax is collected under
 Subsections (a) and (b) shall pay the costs of levying, assessing,
 and collecting the tax.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
