                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 9, 2017      TO: Honorable Kel Seliger, Chair, Senate Committee on Higher Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB249 by Schwertner (Relating to the submission of an affordability and access report by public institutions of higher education.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would require the chief executive of each institution of higher education to submit a report on affordability and access to the Higher Education Coordinating Board and to the governing board of the institution. Under existing law, the report is only required to be provided to the governing board of the institution.The bill would take immediate effect if it receives a two-thirds vote of each house. Otherwise, the bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
