The bill would require the chief executive of each institution of higher education to submit a report on affordability and access to the Higher Education Coordinating Board and to the governing board of the institution. Under existing law, the report is only required to be provided to the governing board of the institution.The bill would take immediate effect if it receives a two-thirds vote of each house. Otherwise, the bill would take effect September 1, 2017. Local Government Impact No significant fiscal implication to units of local government is anticipated.
