A BILL TO BE ENTITLED
AN ACT
relating to the submission of an affordability and access report by
public institutions of higher education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 51.4031(a), Education Code, is amended
to read as follows:
(a) Not later than November 1 of each year, the chief
executive officer of each institution of higher education, as
defined by Section 61.003, shall provide to the governing board of
the institution, the governor, the lieutenant governor, the speaker
of the house of representatives, and each member of the legislature
a report for the preceding fall, spring, and summer semesters that
examines the affordability and access of the institution.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2017.
