                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            February 14, 2017      TO: Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB258 by Huffines (Relating to the disposition of an unborn child's remains after an abortion.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would require the Department of State Health Services (DSHS) to create a disposition of remains form. Additionally, DSHS would be required to create and maintain a registry of nonprofit organizations that would assist indigent women with the cost of fetal remains disposition. DSHS would be required to make the registry information available to certain parties on request. The executive commissioner of the Health and Human Services Commission (HHSC) would be required to adopt any rules necessary to implement provisions of the bill related to the form and registry by December 1, 2017. The bill would take effect on September 1, 2017. According to the Health and Human Services Commission and the Department of State Health Services, the provisions of the bill can be implemented within existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
