                    BILL ANALYSIS             S.B. 286     By: Nichols     Higher Education     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties suggest that the growth of the Trinity Valley Community College District merits increased representation on the district's governing board. S.B. 286 seeks to provide for that increased representation by authorizing an increase in the number of board members.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 286 amends the Education Code to authorize the governing board of the Trinity Valley Community College District by resolution or order to increase the number of board members to 11. The bill requires such a resolution or order to establish transition terms of office to conform to elections held in even-numbered years and staggered six-year terms and to require the initial board members to draw lots to determine the members' terms, as specified by the bill.       EFFECTIVE DATE    September 1, 2017.
