The bill would require the executive commissioner of the Health and Human Services Commission (HHSC), in consultation with the Office of Inspector General, to adopt rules regarding what constitutes an ongoing significant financial risk to the state and a threat to the integrity of Medicaid for purposes of refining certain definitions related to Medicaid fraud. Based on the analysis provided by HHSC, the provisions of the bill can be implemented within existing resources.
