                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 14, 2017      TO: Honorable Robert Nichols, Chair, Senate Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB399 by Kolkhorst (Relating to nontolled lanes on a highway that has been converted from a nontolled highway to a toll project.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Transportation Code §228.201, regarding certain limitations on toll facility designation, to specify that the Texas Department of Transportation (TxDOT) may only consider a general-purpose lane and not a lane of frontage road when determining compliance with the requirements of §228.201(a)(3). The provisions of the bill would apply only to a highway reconstruction in accordance with §228.201(a)(3) that is begun on or after the effective date of the bill. The bill would take effect on September 1, 2017.TxDOT indicates that implementation of the bill would not result in significant fiscal implications to the agency or the State.
