The bill would amend the Code of Criminal Procedure by allowing any officer designated to collect a criminal court fee to designate a fee as uncollectable if the defendant is deceased, serving a sentence of life or life without parole, or if the fee has been unpaid for at least 15 years.  The bill would only apply to counties with a population of more than 780,000 but less than 790,000.  Local Government Impact Collin County estimates that the bill would have no fiscal impact on its opperations.
