                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 6, 2017      TO: Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB455 by Zaffirini (Relating to the operations of the Employment-First Task Force.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Government code to align membership in the Employment-First Task Force reflecting the consolidation of services provided by the former Department of Aging and the Disability Services (DADS) and the former Department of Assistive and Rehabilitative Services (DARS) into the Health and Human Services Commission (HHSC) and the Texas Workforce Commission (TWC). The bill would abolish the Employment-First Task Force September 1, 2021, and direct the task force to meet on a quarterly basis and provide state agencies with guidance for implementing the task force's recommendations. The bill would take effect August 31, 2017.Based on the Legislative Budget Board's analysis of the entities composing the Employment-First Task Force, duties and responsibilities associated with aligning membership, meeting quarterly, and providing guidance to state agencies could be accomplished by utilizing existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
