                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 29, 2017      TO: Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB584 by West (Relating to guidelines for prescribing opioid antagonists.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Occupations Code relating to guidelines for prescribing opioid antagonists. The bill would require the Texas Medical Board to adopt guidelines for the prescription of opioid antagonists. The bill would exempt certain physicians from criminal or civil liability or professional disciplinary action for the prescription or administration of an opioid antagonist.This analysis assumes the provisions of the bill addressing felony sanctions for criminal offenses would not result in a significant impact on state correctional agencies. The Texas State Board of Pharmacy, Texas Medical Board, Office of Court Administration, Department of Public Safety, Health and Human Services Commission, and Texas Department of Criminal Justice anticipate any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. Local Government Impact No fiscal implication to units of local government is anticipated. The bill would amend the Occupations Code relating to guidelines for prescribing opioid antagonists.
