 A BILL TO BE ENTITLED
 AN ACT
 relating to a study on expanding the state virtual school network.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter C, Chapter 30A, Education Code, is
 amended by adding Section 30A.116 to read as follows:
 Sec. 30A.116.  STUDY ON EXPANSION TO CERTAIN GRADE LEVELS.
 (a)  The agency, using existing resources, shall conduct a study
 regarding the feasibility of offering a full-time electronic course
 program for a grade level at or above kindergarten and below grade
 level three.  The study must consider:
 (1)  whether offering courses through the virtual
 school network to students in those grade levels is appropriate;
 and
 (2)  the academic impact on students in those grade
 levels of offering courses through the virtual school network to
 those students.
 (b)  Not later than September 1, 2018, the agency shall
 submit to the commissioner and each legislative standing committee
 with primary jurisdiction over public education a report that
 includes:
 (1)  the results of the study conducted under this
 section; and
 (2)  recommendations regarding offering courses
 through the virtual school network to students in a grade level at
 or above kindergarten and below grade level three.
 (c)  This section expires January 1, 2019.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
